There are folks who have their own private wells in town.  They can use that water whenever they choose.

I was thinking about that.............we used to have a well in our backyard on Helderberg......my Dad put a hand pump on it and when we had the massive softball games we always had great water to quench our thirst......................I wonder though if the wells are drawing from the aquifer

And, per town code, they need to post a sign stating that they have a private well.  Also, would you say that entire neighborhoods have private wells?  Maybe the well feeds the entire neighborhood?  Then why, within the past year, would the same part of town be coming to town hall, torches and pitchforks in hand to stop more development because of reduced water pressure due to overdevelopment?

We issue the building permits because the gluttons in our local government(especially the RPD) need MORE revenue to pay the salaries of those living in the Shardon government McMansions.  Who cares about the water pumps and rationing for the little people.  Our leaders(kings) need to maintain a certain lifestyle.
