Police: Man inhumanely kept dogs in storage unit
By John Purcell As of Thursday, December 29, 2011

Frank Burns

#Rotterdam — A homeless man was arrested after the Schenectady County Society for the Prevention of Cruelty to Animals discovered four pitbulls, with one dog bleeding “profusely,” without food or water in an unheated and non-insulated storage room.

#Police arrested Frank Burns, 56, and charged him with animal cruelty. Also, Burns received the first ticket under the SPCA’s new authority as Schenectady County’s Animal Control Officers for not possessing licenses for his dogs.

#The Rotterdam Police Department received complaints of animals being improperly kept in a storage unit at the Rotterdam Safe Storage facility located on Altamont Avenue.

#Burns allegedly told police he was homeless and didn’t have any other place to go with the animals................>>>>................>>>>........................http://www.schenectadyspotlight.com/news/2011/dec/29/police-man-inhumanely-kept-dogs-storage-unit/

Whether or not this man was right or wrong....goes to show you...how the system works.....if he was that in need where

could he have gone for help???....To leave these poor dogs at a shelter (in person) costs money....if he was homeless he could

have gone to the Salvation Army...they would have helped him....

These poor animals have to suffer because he made the wrong choice and didn't feel he could ask for help...

And there are many more that are in the same position....so let's not judge this man....actually he is an example of what

the SPCA is.....and MCC in the City has stated he is not in favor of an Animal Shelter in the City.....and they need one of their

own...Rotterdam Shelter must be full...these dogs had to go to Scoharie....now it's the animals who have to go to foster care...

Just my thoughts and tried to have compassion for this man.

And how did this homeless person get money to pay for this storage unit?

There's laws to protect animals becuase ther are a lot of idiots out there (aka Mike Vick)....someone needs to speak for them becuase they can't speak for themselves. I don't think this guy falls into this category....unfortunately he just didn't know any better on how to deal with the situation to help his animals.  As for priority of choice....I think you would make an educated choice and find a home or solution for your animals and not abandon them.

maybe he was a homeless retired mailman doing the duty of the county/city??????

I would make attempt at finding a solution for my animals....but when push comes to shove and no one has your back.....yup....that would be the decision I would make.....

the SPCA assists 'poor folks' in vaccinating/neutering their animals, because they fail to realize they are at the top of the food chain....if you cant feed yourself how can you feed an animal????

is this government endorsed pet therapy?????

Hopefully some media outlet will follow up on this story! Something they are all guilty of not doing!

Story should’ve dealt with homeless man’s plight, not his dogs

Re Dec. 30 article, “Homeless man accused of cruelty”: The article read that the owner of two dogs, Frank Burns, who was recently evicted and had to spend a cold and rainy night under a train trestle, left his dogs in a storage facility. Mr. Burns thought that given the spot he was in, he was doing the right thing by leaving the dogs in the storage unit.
Is this what society has come to, when the animals are cared for before humans? The dogs were given emergency shelter; there was nothing in that article stating that Mr. Burns was offered emergency shelter. Now, maybe Mr. Burns was offered shelter; there are certainly many Christian charities that would help, such as City Mission, Catholic Family Services, etc.
My complaint about the article is, there should have been more concern shown Mr. Burns, who appears to need help. But the reporter chose to focus on the two dogs.
Before I get hit from the animal activists, let me state I am glad the dogs were well cared for, but much more attention should have been given to Mr. Burns’ needs.
Instead, Mr. Burns was hit with animal cruelty charges and could face a year in jail, three years probation and possibly a $1,000 fine! I hope and pray the judge will show some kindness toward this man in need.
I think the reporter responsible for this article should have taken a better slant toward the human side of her story.
