How they rate cities is beyond me, becuase I know business owners in Rochester and they laugh at this report.

It's an armpit. Kodak and Xerox have laid off thousands. It's the murder capital of the State. Same problems as Schenectady on a bigger scale. Students at RIT/U of R {both great schools} can't leave fast enough. Instead of Metrograft the DEM morons came up with a fast ferry to Toronto for "renaissance" It went bust in two months.
