The EPA can't tax... so they aren't the govt.  and they can't grant powers to an unelected bureaucracy
so the EPA is NOT the govt.  Again, you seem unclear of your definition of this hated govt... you are only

If two armed citizens showed up to a home with a police officer, most likely the police officer would arrest the armed men, not assist them.

then the tax SUDDENLY changes to a fine.  So the power to fine defines Govt??? or is that just a side line?
