I just called my friend who lives around that area and he said that they did have low water pressure earlier this morning. So it probably was a water main break.

I assume this same line continues down towards 5 corners on Princetown Road.  If so, this would be the third break that this same line has had over the past few years.  The town has decided to only fix it piecemeal as it breaks.  It really goes to think, wouldn't it be better to fix the entire thing all at once instead of waiting for each individual part of it to break?  If we do wait, when is it that we should expect the next repairs to need to be done?  And at that time, how much of an emergency will it be, and how much will we need to pay in overtime to fix it?  More than the absolute necessity of repaving the parking lot of the police station was going to cost in this years budget (I think they had what, $50K budgeted for that?)?

It's a lot cheaper to fix the problems when they happen than to put in a new water line. I agree that some of the oldest water lines should be replaced or the problems of water main breaks in the coldest months of winter will continue. Water mains and sewer lines should have been replaced long ago when state grants were available to do that work. Now it's too late, there's no money in the Federal/State/Local coffers to do much of anything now.

I have a good idea. Lets rebuild Erie Blvd and put in a monument and roundabout. Build new things to have to maintain. It makes sense since it will win praise from the left wing and their representatives in the intelligentsia and press.
