The topic of the thread is the DAV proposal for the Draper building -- and I am staying on topic --  It is my hope that the project does go ahead  and can be completed in the not too distant future.   However, my concern is that the building's condition is worsening every day -- particularly in the winter months --- and if the project does not go ahead ... it is very likely that the Draper building will reach the point where it would be too expensive to repair it.   If that is the case, the Draper building may have to be torn down.

Getting from one of the town to the other is never a problem......Some of the Nayboobs would have nervous breakdowns if they saw the extent of the traffic backed - up in other major metropolitan areas....

Very true ---  however , I have driven in Manhattan several times and - on each occasion - was surprised at how relatively  less difficult it was than I had expected it to be.   I  have driven extensively in other metropolitan areas ---  Detroit  (where I learned to drive - ironically one of my first times driving a tornado blew threw the area), Baltimore, Washington DC,  Houston, Richmond, Boston, Denver  and Chicago.

Of the cities mentioned --- Boston had the worst traffic patterns --- not so much the volume of traffic but the way the street system is laid out.   Washington, DC is probably the second worst of the cities mentioned --- again more because of the way the street system is laid out than because of the actual volume of traffic.

I have always loved maps -- from an early age I have read and studied them -- that is the key to being able to navigate around a city  .. or out in "no man's land".   If you have a mental picture of WHERE YOU ARE on the map while you are driving  ---- and if you are aware of ALTERNATIVE CONNECTING ROADS  --- driving can be a lot easier and a lot more pleasant.  

Just a humorous side note -- every time that I have driven in New York City --- I have been amazed at how LUCKY and easy it was to find a good parking space near the building or landmark that I was visiting.  New York City is a very pleasant city ...  one that I thoroughly enjoy visiting and wouldn't mind living in.

There really aint much wrong with the building other than years of government bumbling.
Once again if  government was out of the way things go smoother.

When the republikrats rammed the charter school through it was a joke.
They told us lies called, us racists and said we were alarmed over nothing.
I remember the chinese guys removing asbestos they had fans blowing it out into the neighbor hood, how nice, i mean did we have to tell you this stuff is dangerous???
I bet this stuff would never have been blown out of a window over at countrywalk. Wher the nice people live.

It took the government how many months to shut the water off and when they finally got to it they made a mess...ruined every faucet in our house blew our water line,and some punka$$ college kid with a summer do nothing job.
then told me it was my problem.

No problem we bought all new faucets a new hot water tank and installed a new water line from the street and all the help they could offer was a dumb look.
How much millions were wasted??
And no we asked for no money from the town but we were told that maybe they could get their insurance to pay it,,, no thanks.
See thats the trouble with government workers no responsibilty for your actions just likethe court you guys can screw up like crazy and it does not cost you anything.
You could not make it in the private sector ,probalby why you work in government suckin offthe life blood of the people.

    With an arrangement finally reached to pay back taxes, the Disabled American Veterans organization is one step closer to acquiring the former Draper School in Rotterdam.
    The $163,226 in back taxes that accrued over a three-year period will be divvied up among the organization, the Schenectady County Legislature and the Metroplex Development Authority, all of whom want to see the building used as an apartment complex for disabled combat veterans.
    At its Wednesday board meeting, Metroplex authorized $50,000 to be used toward payment of the outstanding taxes, which accrued after the building’s former owner, the International Charter School of Schenectady, never completed paperwork to make the property tax-exempt.
    The DAV will pay $50,000, and the County Legislature has agreed to forgive the rest, said Metroplex Chairman Ray Gillen.
    The agreement puts the DAV project on the fast track to potentially acquire the building by late January, after more than a year of stalled attempts to get the property title transferred to its name.
    “It’s going smooth right now and it’s finally progressing,” said Tom Reiter, the DAV’s state representative and junior vice commander of the organization. “The DAV is really happy with the outcome of the last couple weeks, and everybody happy with everything on our end and on Metroplex’s end.”
    Gillen said that the county has begun foreclosure proceedings on the Draper building and the DAV will ask a judge to sign the title over to the organization directly.
    The county was able to foreclose on the property after First Niagara Bank released its lien against the school and the arrangement to pay back taxes was fi nalized.
    Metroplex had set aside $50,000 in grant money in the fall of 2010 — when the DAV fi rst announced its interest — to help get the housing project off the ground.
    “We’ve been moving on this,” said Gillen. “But I think the problem was you had a bank involved and a school involved. So the county said basically ‘You have other ownership interests in there’ and it couldn’t move forward on foreclosure unless those back taxes were paid.     Metroplex board members were curious about how the DAV will ultimately afford the $25 million project. But Gillen said that one of the conditions for the organization to be given the property title is that is has to show it has the ability to finance the project.
    Reiter said Wednesday that the DAV has already secured a developer, but he declined to disclose the name.
    “We have all our ducks in a row,” he said. “We have federal people for security, we have people just waiting to pull the trigger on this. The DAV’s got over $30,000 spent on this project right now. I don’t want to spend any more money on anything until we get this building, because nothing’s being done and we’re not going anywhere so we’re not going to spend a nickel until we have possession of the building.”
    The building deteriorated signifi - cantly since it’s sat vacant, but the DAV, Metroplex and the county have made small steps in stalling further decay and “buttoning it up” for the winter months, said Gillen.
    Damage was sustained from vandals and windows being left open for long periods of time, as well as leaks in the roof and burst pipes in the basement.
   Metroplex secured the building over the weekend and sealed windows and doors for the winter, Gillen said. There will also be a police presence at the school to prevent further vandalism.
    “As of right now it’s a lot better than it was before,” said Reiter.
    Reiter said the building would consist of 100 to 120 units that range from 800-square-foot studio apartments to 1,350-square-foot two-bedroom apartments.
    The Rotterdam Town Board, County Legislature and the neighborhood in general have been eager to see the building put to use, not only so it doesn’t become derelict, but also because the project supports an important cause, said Gillen.
    “All these vets are coming home in the biggest movement of troops and equipment since World War II,” said Gillen. “But people aren’t talking about it. Some of them have disabilities, so the DAV is ramping up these plans and Rotterdam is welcoming them with open arms. It’s the best deal we could ever get because we’re spending $50,000 to see a $25 million project come to us.”

As long as you realize that "union free school district" does NOT mean that the district's employees are unable to join labor unions.

I think this is a great plan for the vets! Although I thought from the beginning that it was going to be just apartments. But after reading more, it is really going to be used for 'assisted living' which will be short of a nursing home, so to say. The only difference is that it will be exclusive to vets...........yes?

Common School District

A common school district is a school district first created by legislative action in 1812 to operate elementary schools (kindergarten through eighth grade).
