Existing DPW staff or volunteers could maintain the park.   Like anything - it would have to be monitored
over time to see if there are any abuses -- you could make the same argument about any person who uses
any of the town parks  .. what happens if they litter?  

There are ways to design the gate so that it would close and lock -- just like the gates at the swimming
pool where I vacation -- only owners at the resort can open the gate and it swings shut and locks because
of the way the hinge mechanism is set up.

If a dog owner does not pay the fee to use the dog park - than they should not be allowed access to the
dog park.   The main reason is that permit will only be issued to dogs that have proof of rabies
vaccination, proof of up to date dog license, and  no dangerous dog complaints against the animal.

And suppose the fee is paid this month/year - but I fail to return the key or pay for another year - what's to stop me from coming back in, unpaid?

Anyway -- the Parks Commission discussed the Dog Park -- which was suggested by town residents at one
of the five Public Input Sessions held to discuss the Town's Parks and Recreation Plan.

It was decided that the commission will explore the issue, check out dog parks in neighboring municipalties,
and look into the costs and issues that would need to be addressed.     No final decision has been made
on the park --- the Parks and Recreation Commission can only make a recommendation to the full Town
Board .. and that board would have to approve any plans for a dog park.

No work has begun on the possible dog park.  The only parks that are being considered for the possible
dog park are Juracka, Carmen, and Esposito parks.   They are the only parks which have an undeveloped
area large enough for a dog park, access to a water supply for a doggie drinking fountain, and parking for
potential users.

The possible dog park is only in the very earliest stages of study.   Any recommendation with a more
concrete proposal would come after the New Year and would be dependent on securing donors willing to
contribute to offset the initial set up costs.
