Two Capital Region counties made a Top 10 list and a third made a Top 20 list for having the most properties per capita at risk of foreclosure in the state. Montgomery County ranked sixth and Fulton County 10th among New York’s counties in the percentage of one- to four-family residential properties with a mortgage that received a 90-day pre-foreclosure notice between Feb. 13 and May 31. Schenectady County ranked 15th, according to the fi rst-ever compilation of pre-foreclosure notices by the state Banking Department. Fulton, Montgomery and Schenectady counties all ranked above the state median of 1.96 percent in 90-day pre-foreclosure filings on comparable properties. Montgomery’s rate was 2.7 percent, represent- ing 204 filings; Fulton’s was 2.5 percent, or 221 filings; and Schenectady’s was 2.4 percent, or 619 fi lings. In all, financial services sent out 57,256 pre-foreclosure notices during the first quarter of the year, half of them for mortgages or refi nances that originated between 2005 and 2007. This is the period when the U.S. housing bubble peaked, before borrowers started defaulting on subprime and adjustable rate mortgages. A state law enacted last year requires financial agencies to notify delinquent borrowers at least 90 days before initiating foreclosure proceedings and to tell them how to avoid foreclosure, generally through assistance from nonprofi t housing counseling agencies. The state shares pre-foreclosure data confidentially with certain counseling agencies. Susan Cotner of Capital District HomeSave Coalition and the Affordable Housing Partnership, two such counseling agencies, said the state report shows many people are at risk of losing their homes. “It indicates to me that the problem is widespread, that it is hitting every neighborhood, and that it is hitting everyone of every walk of life,” she said. A depressed economy? I had no idea!
Someone should tell Ms.Pepper to talk to Gillen and Savage and crew. They will set her straight on how the economy is booming here in schenectady county. (that's what they tell us)

And how much do you think Fulton, Montgomery and Schoharie pay for their taxes? So schenectady county has a steep foreclosure rate, no jobs, a huge dss/welfare program AND to add insult to injury.....THE HIGHEST COUNTY TAXES IN THE STATE...COUNTRY!!!
So tell me exactly what our tax dollars are doing for the county, other than keeping Morris/proctors a float, keeping gillen/metroplex a float and paying for the extravagant welfare system?

Schenectady County has ALWAYS had the highest PRIVATE SECTOR employment (total number of jobs) in the capital district. ALWAYS. Let me repeat: There are more private sector jobs in this county than in any of our neighbors. Not as many as 20 years ago or more, but that has been the case for decades.
Figure out what employers are here VERSUS what employers are in the other counties. ...if that has changed in the past few years, it would be shocking. However, I also know you will find median income is lower for county residents because the higher income Private sector jobs that ARE here, are filled by a high number of people who live in our lower-taxed, lower-crime, higher-property value neighbor to the north.
And Sue Savage and her dictatorship has nothing to do with so-called low unemployment numbers. Sadly, the renaissance the cheering section of the local media likes to tout is merely a good snowjob, perpetuated by the "good news" crowd at our version of Pravda (DG.)

Graham is right but more new jobs are being created in government, schools or the hospital than the private sector. GE has a mandatory shut down next month. Metrograft has been a total failure at either job creation or sales tax generation. Now the useless facade program will be expanded? Concentrate on bringing in one major private employer that isn't already in this County.
