2010.
132.10 Appoint Michelle Golden of Rotterdam, New York as Deputy Town Clerk, full-time,
with full employee benefits, at an annual salary of $32,500.00, retroactive to March 29,
2010.
133.10 Re-Appoint Cynthia Cramer of Pattersonville, New York to the position of
Administrative Assistant for the West Rotterdam Senior Citizens Meal Site at an
annual compensation of $9,128.00, part-time, with no employee benefits commencing
April 1, 2010 through March 31, 2011.
134.10 Re- Appoint Margaret Hohenstein of Scotia, New York to the position of Cook, for the
West Rotterdam Senior Citizens Meal Site at an hourly rate of $10.00, part-time, with
no employee benefits commencing April 1, 2010 through March 31, 2011.
135.10 Appoint Dan Gaudio and Karen Malaczynski of Rotterdam, New York, as temporary
members of the Board of Assessment Review for a one (1) year term, with an annual
stipend of $550.00, with no employee benefits, effective April 14, 2010.

PRIVILEGE OF FLOOR FOR AGENDA ITEMS

136.10 Adopt and authorize Supervisor to sign Negative Declaration dated April 14, 2010 for
the amendment to the current Comprehensive Plan as well as the Zoning Ordinance,
and Zoning Map of the Town of Rotterdam for a Change of Zone from Sync Realty
Group, Inc. relative to the project in Resolution No. 137.10 below.
137.10 Adopt Local Law No. Five (5) of the Year 2010 for the following purpose:
To amend the current Comprehensive Plan as well as the Zoning Ordinance, and
Zoning Map of the Town of Rotterdam for a Change of Zone from Sync Realty Group,
Inc., owners of property located at 325 Duanesburg Road, Rotterdam, New York
12306 known as tax parcel No. 58.-1-3. Applicant is requesting a change of zone from
Light Industrial (I-1) to Multiple Family Residential (R-3).
Public Hearing was called for at the Town Board meeting of February 24, 2010.
Public Hearing was held at the Town Board meeting of March 24, 2010.
138.10 Authorize the Supervisor to execute a temporary out-of-district sewer agreement,
the form and content of which shall be acceptable to the Town Attorney, with Sync
Realty Group, Inc. for property located at 325 Duanesburg Road, Schenectady, New
York, 12306 Tap Map No. 58-1-3.
139.10 Refer to Planning Commission for report and recommendation thereon a proposed
Local Law of the Year 2010 for the following purpose:
For a Change of Zone on approximately 2.735 acre parcel(s) from
Single Family Residential (R-1) and Two Family Residential (R-2) to
Multi-Family Residential (R-3), on Tax Map Number 58.8-9-17.11 &
58.8-9-4.1 located at 1066 Curry Road, Schenectady, New York, 12306.
The applicant proposes to construct a six (6) unit apartment building
and bring a 42-unit apartment building into current zoning codes.
140.10 Refer to Planning Commission for report and recommendation thereon a proposed
Local Law of the Year 2010 for the following purpose:
To add Chapter 175, a Landmark and Historic Preservation ordinance relating to
the establishment of protection for the prehistoric, historical, and cultural
landmarks in the Town of Rotterdam, Schenectady County
141.10 Authorize the Supervisor to ratify an agreement previously entered into with Linda
Leary, Esq. of Slingerlands New York to act as Attorney for the Town of Rotterdam
Ethics Board for the 2010, at the rate of $175.00 per hour, not to exceed $4,000.00 for
the term of the agreement, in compliance with Section 31-18(C) of the Rotterdam
Town Code.
142.10 Authorize the Town Attorney to enter into a Settlement Agreement in the matter of
Kwiatkowski vs. Town of Rotterdam Index # 2009-1514 Article 7 tax proceeding for
the tax year 2009.
143.10 Award the bids opened on Thursday, March 25, 2010, to Autumn Tree Service, 10
Elbert Street, Schenectady, New York 12304, for Tree Cutting and Removal Services
for the Town of Rotterdam Highway Department for the year 2010.
144.10 Award the bids opened on Thursday, March 25, 2010, to CTI Agri-Cycle, LLC, 4
Open Way Suite 421, Holyoke Massachusetts 01040, for the Removal of Compost for
the Town of Rotterdam Highway Department for the year 2010.
145.10 Award the bids opened on Thursday, March 25, 2010, for the purchase of Highway
Materials (Crushed Limestone, Gravel, and Sand) for use by the Town of Rotterdam
Highway Department for the year 2010.
146.10 Award the bids opened on Thursday, March 25, 2010, for the purchase of Highway
Materials (Concrete Block, Caps, Manhole Blocks Manhole Frames and Grates) for
use by the Town of Rotterdam Highway Department for the year 2010.

Not even there a whole month and named deputy town clerk.  Cindy Dumar, who worked for
Eunice for nine months, did the same job with no extra title.  Must be Eunice really hated
the girl.  Whatta surprise.  Where did Ms. Dumar end up anyway. Anyone seen her recently?
Maybe Clark Kent should be interviewing Ms. Dumar for his next big piece in the gazette, I
am sure she could give Eunice's adoring public an earful!

Dumar was appointed at the end of last year to deputy and was not reappointed,
yet having the exact same duties in 2010.  EE'S OFFICE HAS JUST COST THE
TAXPAYERS MORE MONEY, as Ms. Golden is now full time with full time benefits,
plus there is another part time person in EE's office.  Dumar was able to do
all of the same work for the same money.  EE is still earning her FULL SALARY,
while not working whatsoever.  To my knowledge, we have been hearing that
the Town is in dire straights and there is a hiring freeze in place.  Oh and don't
give me that entitlement crap either, EE nor MG are entitled to anything.  I am
sure Ron Severson, Diane Marco, Tony Jesinski and friends are going to get up
at the next town meeting to put a stop to this appointment like they did when
Dumar was to be appointed.

Ms. Dumar is now in the DPW. What happened to the hiring freeze anyway? This board is such a joke. Ms. Dumar was selected off a civil service list something EE refused to abide by.

So they took a completely trained person from EE's office and shoved her in DPW?
I heard she has a lawyer, so I am smelling quite a lawsuit here.

If she does have a lawyer, I think it is a good move.  If she doesn't, I hope that she goes to CSEA
and requests legal assistance.  
The current town admin is out of control and they need to be put in place.  
It's 2010 and the old boys club antics are a thing of the past.

like i said, the money must be growing on trees - looks like they have already spent the revenues raised by the zoning changes for BI and Golub and we dont have a shovel in the ground yet

I think this new administration will quickly find out that they cannot do whatever they please without recourse.  It's probably going to take a couple successful lawsuits against the Town before the Board realizes this!

And the lack of professionalism by the TB is a reflection of the fact that they don't know what they are doing!
