Why should this information be confidential? It's people applying for a permit issued by the state, via the municipality.  Every such permit is subject to disclosure laws - this is no different.  I've never met anyone ashamed to have a handicap permit!

I'm not sure, but I would think "disclosure" laws are intended that the information be released to one person.  I'm not sure there's any way any "non-employee" or "mole" could walk up to the clerks office and say "I'd like a list, with address and permit number of all residents that got a handicap tag without a dr's signature ... thanks, I'll wait for that.".  

More information that that is redacted in most disclosures - especially addresses. What if your mother lived at that address - and everyone on this forum started ringing their bell asking them questions? Wouldn't you consider it an invasion of privacy?

No. Anyone could ring my mother's bell anyway and do the same.  If she doesn't want people ringing her bell, and she has good reason, then she could call the police.  Get over this crap about 'privacy.'

And if they harassed my mother, I (more likely she) would call the police. If I apply for public assistance, I shouldn't be entitled to "privacy" regarding it.  If I go on unemployment, I wouldn't expect "privacy."  If I dance naked in front of my window with the shades open, I don't expect "privacy."  My mother has a handicapped permit.  If someone knocked on her door and inquired about it, she would probably show them her cane, and close the door.  If they didn't get off her property, she would call me or the police.  If her safety were being threatened, I would use a permit I possess (which is also public record) to settle the matter.

With privileges come responsibility.  People should not expect privacy where it simply isn't warranted or deserved.  Any matter of public record is just that - public.

Mobile is right.  It is an invasion of privacy.  Why aren't the HIPPA laws attached to this?  Medical information is a PRIVACY issue.  Once again Mobile gets it and everyone else is trying to understand.  Your infirmity or illness does not need to be public record for all you vultures.  Handicap =Privacy.

It's HIPAA - Health Insurance Portability and Accountability Act., not HIPPA.

The medical professionals are the ones authorizing and certifying that there's a need for these ... they're passing the responsibility to an elected town clerk, with Notary privileges, who is the registrar for the town.

In fact, the medical documentation for permits IS covered under HIPAA ... therein lies the point. Who, and more importantly, HOW was this information determined? Assuming the OP went thru ALL current permits to see if there was a medical certification/dr signature, then that person compromised the integrity of the medical confidentiality.  Bottom line, some level of medical information was released. I want to know how, why and by whom.
