Editorial: Rotterdam's new vision
Thursday, July 30, 2009

When you think of Rotterdam, the term “smart growth” doesn’t exactly come to mind. Hodgepodge is more like it, with loose zoning that allows for just about any kind of activity anywhere, with no real standards. That will change if the town board adopts a proposed new comprehensive plan along with the recommended new zoning.
Under Supervisor Steve Tommasone, who took office talking about smart growth, the town has done this right. Using federal money directed through the Capital District Transportation Committee, it has focused on land use and transportation around Exits 25, 26 and 25A. The idea was to have a management plan in place before development happens in those corridors, which will address what kind of businesses could come, where they will go, and how they will look. The plan calls for performance standards and design guidelines, with some sample photos of good and bad projects, letting developers know what is expected and giving the planning commission a way of enforcing it.
The plan provides a vision for the town that has been lacking. Off Exit 25, Hamburg Street — now a series of strung-out, single-story businesses where the auto reigns supreme — would become a mixed-use, pedestrian-friendly corridor. Around Exit 25, more land would be zoned for conservation (to protect the town’s wells); and in the vicinity of the Mabee Farm, recreational and historic uses would be encouraged. Burdeck Street, saved from a Wal-Mart a few years ago, would be zoned for corporate commerce (in campus-like settings). And the area near Exit 25A, now zoned industrial, would be a mix of professional offices and residential..............>>>>................>>>>................http://www.dailygazette.com/news/2009/jul/30/0730_edit2/

The replacement of morality and conscience with law produces a deadly paradox.
