Cops say man sexually abused two children

SCHENECTADY — Police say a 30-year-old city man sexually abused a 4-year-old and 7-year-old one day in December.
Now Mark Chang, of Avenue B, faces a felony charge of first-degree sexual abuse, and three misdemeanor counts of endangering the welfare of a child.
Police said in a news release that his charges stem from a Dec. 21 incident that occurred at 720 Albany St., the Summit Towers.

How does this happen? The law makers and the ones that uphold the laws are trying to find ways to keep these scum-bags away from society. But instead they let them out to offend again and place restrictions on where they live and expect them to report where they live. And then they re-offend again. It is nuts!! |
