Bargy has a college degree and more than five years experience working in youth development; he took a civil service test to become county youth bureau director.

A well qualified individual (Bargy) with an advanced degree and considerable experience in the field of youth development who was hired after taking and passing a civil service test and who was earning in the mid $50K /year range plus benefits has been reassigned to an administrative position in which he "has no prior experience in this field and is expected to learn the job on the go" and for which he will receive a salary increase of $6K /year By all accounts, Mr. Bargy performed admirably in his (former) civil service-protected position of director of the Youth Bureau.
The taxpayers will finance the creation of a new patronage position for Mr. Kosiur at a starting salary of $80K /year (a 43% increase over Mr. Bargy's current salary) plus benefits. The position requires neither a civil service test nor a college degree. It was not posted for qualified county employees to apply.

Suhrada said Democrats “thought they could give him a consolation prize, but it is a booby prize for the taxpayers.”

This is the most pathetic thing I have ever heard! The dems have finally reached an all time low. They are by far the most self-serving, marxist, socialist dictatorship that I have ever seen! They continue to raise taxes to a national high level, they govern a city that has 60% of it's residents on public assistance. And yet they create a position for the failing politician Eddy Kosiur! The creation of an $80,000-a-year job for former Democratic legislator Ed Kosiur may not result in a noticeable tax hike, but make no mistake: It is an affront to all Schenectady County taxpayers, not just the Republicans who have been squawking mightily since the appointment was rumored weeks ago. Indeed, it is part of a devil-may-care attitude toward patronage hiring that Democratic leaders have adopted in recent years — one that has contributed to the county’s increasingly heavy tax burden. The latest political plum, r awarded to failed Assembly candidate Kosiur, was formally announced Tuesday. To make room for the county’s first-ever assistant to the commissioner of social services for youth development, Democrats eliminated a civil service job — Youth Bureau director — that paid $56,000 a year. But they didn’t dump Shane Bargy, the old Youth Bureau chief who was Civil Servicequalified and doing a good job; they made him director of something he has no background in — temporary assistance and employment services. And they gave him a $6,000 raise to boot. Say what? Kosiur does have some experience with youth services. He was director of an afterschool program for the Boys’ and Girls’ Clubs of Schenectady, and as a county legislator two years ago helped start a summer jobs program that some allege is a patronage-mill-in-training. Thus he may have some qualifications for his new job. But no one should be fooled into thinking he won it through any sort of competition, and he has no college degree and minimal administrative experience. So how likely is it he’ll be able to accomplish more by himself than what Bargy and an assistant (whose job was also eliminated) accomplished together? While it will be interesting to see just how well he does deliver, it probably won’t be very easy to judge since Democrats will be loathe to admit it if they made a mistake. They’ll probably just create another new position under Kosiur to help him out. In the meantime, it was difficult to miss the coincidence in Friday’s story about cuts in service at four county library branches. Doing so will save $90,000, just slightly more than Kosiur’s new salary.

Re Jan. 3 article, “Kosiur has new job with county”: Political patronage is alive and well in Schenectady County. Creating a new job for the defeated Ed Kosiur, while forcing the Schenectady County Library to decrease hours, is ludicrous. He might better remain at the Boys and Girls Club, serving the youth of Schenectady, thus channeling his salary to the restoration of library hours to serve the youth of Schenectady. ALICE E. I was quite intrigued by the Jan. 3 story about former Schenectady County Legislator Ed Kosiur’s new job.
