7 of the 20 names on the list submitted by the Supervisor were also on the BoE trained list.


although this information (the 1st list) should have been shared with the entire rotterdam board..........if they were all certified and on the list from the BOE, it should have been a non issue. Communication seems to be the real issue with the rotterdam town board......not this list. IMHO of course.

There was no requirement that any of the 20 HAD to be BoE trained ... and the fact that 7 were
BoE trained and all 20 would be specially trained for this referendum .. IMHO was sufficient.
Substituting lists didn't prove much .. IMHO.

didnt you say fdg was against this tax anyway??? - so his cronies would do what??

from the videos it looks like parisi was gonna cry if the board didnt acknowledge that REMS would get the tax district if it passes??

doesnt parisi keep the books for one of the fire districts?? so i am sure he is chomping at the bit to get another district, and i am sure his lil buddy  would want to keep his client!!!!

Communication really is the issue...and I believe that the severe lack of it is intentional. This is not the first time ND and GP
have been "informed" at the last minute...it is more the rule than the exception.

I don't often agree with Kelly ... but I do agree on her assessment here.   Communications among
the Town Board members needs to improve.  A lot of the "flare ups" in the past 11 1/2 months
could have been avoided with better communications.

Yes...FDG opposes the tax...but that doesn't mean the entire Board should not be involved in this process.

You're right about GP...he was very aggressive in acknowledging that REMS would get the cash if this scheme passes.

And it appears that it may be intentional on both sides. Justified or not, it is the responsibility of the rotterdam supervisor to have open communication, transparency and order. This is the super's roll! This is what he was elected to do.  It's just so rotterdam. Wouldn't everyone agree?

But how can he take the reins when he is constantly looking to Lacardi and BG for direction on the simplest of issues . They should be looking to the super for answers and direction. It's been almost a year.

Town Board moves audit to after upcoming tax district vote

Rotterdam Supervisor Frank Del Gallo proposed an audit on Rotterdam Emergency Medical Service, but before pursuing any further action the Town Board decided to move the vote until after the Dec. 14 tax district vote.

After issues regarding REMS keeping Advanced Life Support billing fees were brought up at a board meeting, Del Gallo sent a letter to Joseph VanDerwerker, president of REMS Board of Directors, on Nov. 17. During the Town Board Agenda Meeting on Monday, Dec. 6, board members discussed tabling the audit till after the tax district vote.

Frank Salamone, acting as attorney for REMS, responded to Del Gallo’s letter stating the company would be open to an audit from its formation in 2008 forward. In the letter, Salamone said the town had employed Cusack & Company to determine REMS’ “financial position,” which was not an audit.

“That report demonstrated serious deficiencies in REMS past financial records,” said Salamone in the letter. “The report specifically states ‘The various general ledger accounts have not been reconciled in some time and we found that the financial reports were materially misleading and could not be relied upon.”

Salamone contested at the meeting that REMS has been a changed organization since 2008 under the new Board of Directors, which sought to establish a financial plan and lessen the debt owed to the IRS. REMS financial records before 2008 are understood to be basically useless due to their lack of validity.

Also, Salamone restated during the meeting REMS had an oral agreement with the previous board to retain the ALS funding for operational costs, but Del Gallo wanted to see something in writing.

“Unless your client can produce a Town Board resolution authorizing them to retain town ALS funds, they were at all times without proper legal authority to do so,” said Del Gallo in a response letter to Salamone’s letter. “I would also note that neither you nor your client has produced any documentation to even support your allegation that previous supervisors authorized this arrangement.”

Matthew Martin questioned why the vote was even being held in the first place and Deputy Supervisor Robert Godlewski said not only did the town want to acquire the previous ALS billing, but they wanted to get a better understanding of what funds were generated to help plan for revenue that would be coming into the town.

Residents will soon choose whether or not they want a tax district, and although not directly stated, a “Yes” vote is implied to be in favor of keeping REMS, which would allow the organization to function under a tax district similar to local fire departments.

“We are planning to have a vote and let the taxpayers decide whether they want a tax district or not,” Del Gallo said previously about the vote. “If they want to pay taxes for this, they’ll vote yes, if they don’t, they’ll vote no.”
The tax district would allow REMS to charge taxpayers, which they said would be used for costs like purchasing new ambulances and necessary equipment repairs or upgrades. REMS would also begin to bill for ALS services, which all revenue would be given to the town.

The estimated annual cost of the tax district would be $15 for a home assessed at $150,000 in Rotterdam. Also, a publicly elected board would decide the amount residents would be taxed each year.

A “no” vote is implied to be in favor of Mohawk Ambulance Service taking over in the town service; with they estimated to bring the town an additional $100,000 in revenue through ALS billing and would require no money from taxpayers to support operations.
