REMS and the missed revenue in Rotterdam
Whatever Rotterdam residents think about next month’s referendum on creating an ambulance taxing district, they should be upset that Supervisor Frank Del Gallo has refused since August to move ahead with a contract that would bring the town $8,300 or more per month in revenue. By delaying, Del Gallo and Deputy Supervisor Robert Godlewski are apparently trying to influence a negative vote on the ambulance district, allowing them to get rid of REMS, the nonprofi t, town-subsidized ambulance service that currently serves Rotterdam and agreed to the contract, and bring in the for-profi t Mohawk Ambulance. In doing so, they have unnecessarily cost the town badly needed revenue. The contract calls for REMS to bill insurance companies when their patients are aided by Rotterdam Police Department paramedics (the police cannot bill for their services) and turn over the money to the town. Del Gallo and Godlewski argue that approving the contract would be premature until the referendum is held, and that it makes no sense to lock the town into a long-term contract with an ambulance service that might not be there after December. But there’s nothing premature about collecting more than $40,000 (the amount the town could have had from REMS between August and the referendum), and a longterm contract isn’t necessary. The town could put whatever stipulations or contingencies it wants into the contract, making clear that the town doesn’t have to keep REMS as the sole provider but allowing it to continue with the collections as long as REMS is in the picture. The 2011 budget anticipates $100,000 in revenue from at least one ambulance service, and the town had better get it.

The town could also be collecting money from Mohawk as well and not have to subsidize Mohawk to get the money either. |

Not surprisingly, the Gazette article missed several of the important points in the debate. In addition to that made by shadow (above), the writer didn't address the question of the accountability for the funds that were reportedly billed and collected by REMS for ALS services when they had a contract with the Town of Rotterdam and the authority of those who allegedly forged any agreement pertaining to the disposition of those funds. |

I have just received word from the Supervisor that he has consulted with an attorney who has confirmed that legally, there is nothing to prevent the Town Board from postponing the tax vote, especially under these circumstances, and he supports a full investigation of this matter. Any Town Board member who does not support postponing this vote should be considered a co-conspirator.
I'm sure the tax bullies are lurking on this board and will be after FDG any minute now. |

The TB should find out what's going on with the missing money, find out how bad a financial shape REMS is really in, and last but not least don't form a tax district, keep any expenditures to REMS in the budget so that when the costs get too high the program can be eliminated. |

I would think that there would have to be a postponement of the referendum vote at this juncture because I do not believe there is any possibility of printing and distributing the promised informational brochure at this late date. Unless of course they are already printed and ready to be mailed after the Thanksgiving Day holiday. |
